If you manage to get to the next two hiding spots without stopping, you timed it correctly. But as soon as the lighthouse's beacon touches the second hiding spot, start moving immediately and try not to stop. You can safely take cover behind the first two hiding spots you come across. If you die once, you need to wake up and start the dream over. To get the sketch, you need to complete the lighthouse section of the Pier as fast as possible in one run.
But if you really want it, I recommend getting the Umbrella Effect first. You don't need this sketch for the game to count your Dream Diary as 100% complete. Note: The Yuki-onna sketch at the upper-right corner is very easy to miss, as it only appears when you trigger a specific Easter egg.
